Digital Transformation in The Saudi Judiciary: Challenges, Enablers, and Its Impact on Achieving Justice - The Board of Grievances as a Model

Abstract

This study examines digital transformation in the Kingdom of Saudi Arabia through an analytical investigation of the Board of Grievances as a leading model in remote litigation. It aims to explore the impact of digital transformation on the development of the judicial system and to analyze its implementation mechanisms and strategic dimensions. The study adopts an inductive-analytical approach by tracing the stages of digital transformation within the Board of Grievances and examining its organizational and technological practices. The findings indicate that the Board has successfully leveraged modern technologies to enhance judicial efficiency and expedite case resolution while preserving the core principles and institutional identity of the Saudi judiciary. The study also identifies several challenges facing digital transformation, including legislative, technical, and societal constraints, as well as issues related to the preparedness of individuals and institutions. In contrast, the research highlights key enablers that support effective digital transformation, such as robust regulatory frameworks, flexible legislation, advanced technological infrastructure, and the development of human capital. These elements collectively contribute to achieving sustainable digital judicial practices.The study concludes that the experience of the Board of Grievances represents a successful institutional model in digital litigation, while emphasizing the need for continuous phased development to keep pace with rapid technological advancements.
